Physical planning is the main instrument for the prevention of natural catastrophes.
Today, climate change requires a new approach to planning, in which it is necessary to integrate the management of incertitude through the analysis of different scenarios of climate change, of the vulnerability of society and of the economy, as well as the analysis of cumulative impact of different phenomena.
Long-term planning needs to be integrated with the development of contingency plans early warning, vulnerability analysis of and plans for the management of the resources available for the preparation to catastrophes and for emergency interventions.
